  17. <p>Neuharth's foundation is investigated for executive
  18. featherbedding

  20. <p>     Before Allen Neuharth became its chairman in 1989, the
  21. Virginia-based Freedom Forum was best known as a provider of
  22. local journalism grants. Neuharth raised the foundation's
  23. profile by creating journalism libraries across Eastern Europe
  24. and awarding generous cash prizes to free-speech supporters. The
  25. organization also paid $15 million for luxurious new
  26. headquarters in Arlington, including $1 million for artwork, and
  27. gave Neuharth a $130,000 annual fee for the part-time chairman's
  28. job.

  30. <p>     Now the New York State attorney general is investigating
  31. whether the tax-free, not-for-profit foundation's spending was
  32. "excessive or imprudent." A report in the current Chronicle of
  33. Philanthropy notes that the Freedom Forum awarded $20 million
  34. in grants last year while spending $34 million on administrative
  35. costs. Said a Freedom Forum spokesman: "There have been no
  36. excessive expenditures."
